This part-time short program offers a unique angle of study that bridges natural sciences and management sciences. Through this program, which confers an attestation of graduate studies, students will acquire an in-depth understanding of sustainable development and its scientific foundations, as well as the public policies and management practices associated with it.
Candidates will develop their analytical and synthesizing skills, strong critical thinking, as well as good writing and communication skills with relation to the field of study.
This program is particularly suitable for people wishing to specialize or update their skills in the field of sustainable development and/or public administration. They may already be working professionals, or students with a scientific background looking to move into management and public administration.
The Short Graduate Program in Impact Assessment and Sustainable Development Consideration is offered jointly by the Institut national de la recherche scientifique (INRS) and the École nationale d’administration publique (ENAP), and is entirely remote.

Admission requirements
Candidates interested in the Short Graduate Program in Impact Assessment and Sustainable Development Consideration must have:
- A bachelor’s degree or equivalent, with a minimum cumulative average of 3.2 out of 4.3
or
- Relevant knowledge, training, or experience
- Very good knowledge of spoken and written French

ENP8030 Managing Sustainable Development in Public Administrations (3 cr.)
This course deals with sustainable development initiatives and the social responsibility of public administrations. It defines the issues, players, and practices in this line of work, and provides insight on integrating sustainable development and climate change actions into an organization’s strategy. More specifically, students will learn how to create and assess action plans, integrate sustainable development into an organization’s culture, and gather information on an organization’s social, environmental, and economic performance.
The course also covers global issues such as the circular economy, impact assessment, responsible investment, and social and environmental certification.
ENP8035 Sustainable Urban Development Policies and Management (3 cr.)
The ecological footprint of North America’s urban regions is ever-growing, due in part to urban sprawl and the widespread use of cars. Although these ubiquitous, persistent issues have major social, health, and economic consequences, organizations and administrative bodies are struggling to adapt and implement an integrated sustainable plan.
This course deals with the scientific foundations of sustainable urban development and presents North American initiatives in this field. Public policies and management tools and practices, along with their integration, will be addressed from a comparative, multi-level, and multidisciplinary perspective. The themes of air quality, water resource management, food safety, urban agriculture, waste management, and the circular economy, as well as transportation and land use, will be covered.
ETE420V Environmental Impact Assessment (3 cr.)
This course covers the concepts of sustainable development and environmental impact, the relevant legislation in Quebec and Canada, as well as the main stakeholders involved in environmental assessments and their motivations. Students will gain an understanding of local and international assessment processes as well as their social component and the role of the public therein. They will also learn how to judge the quality of an impact assessment and what tools and stages pertain to a typical case. Additionally, the course will invite students to reflect on projects’ environmental acceptability, with a focus on the ethical rules governing professional assessment staff and strategic environmental assessments. On the project management front, the BNQ 21000 standard and the sustainable development analysis grid will be addressed, among others.
